we're in the middle of a WvW restructuring beta, which features an automatic matchmaker/teammaker. if you are currently not already on your guild's team, then you won't be able to play with them, until this Friday's reset. that's when WvW goes back to the server-based system, and presumably you're on the same server as your guild, you'll be able to play with them.
Currently (as far as I know) there are only two instances in which your server choice impacts your ability to play with others. 1) World vs World. You can only play with your server in WvW (and the servers linked to yours). If you want to play with friends consistently you'll need to be on their server. **HOWEVER.

Your quests will converge at level 30, but you can play with each other from level 2, you just have to visit his starter zone through an Asura gate in the Black Citadel, or he can visit yours from the gate in Hoelbrak, or you can both go to the Asuran/Sylvari/Human Starter zones so you don't feel like one of you is getting more than the other.

All players on NA servers play together and can't play with EU players and vice versa. So as long as you don't care about WvW gameplay, then your friend can join any NA or EU server depending on which region you are in.
Posted March 17, 2023. Population will never be equal in a game mode like WvW, because of the way the game mode works. When people are free to play as the like 24/7 and come and go as they have fun or is bored, it's quite obvious what will happen. * People flock in when they hear their friends/guildmembers etc have fun.
All of the players are on North America East and Europe. Switch to those. And the active game modes are turf, mixed mode on Europe, and town hall. Also, they’re all EA servers. But unfortunately, you can’t cross play between platform servers. PC, PS4, and Xbox have their own servers for their players only. 2.
Yes, they share there servers. They aren't going to spend money to host new servers for a port to a different PC launcher for a game that hasn't been updated in 3 years and who's only remaining 'team member' is a server technician who normally works on apex or battlefield, but is sent to work on GW2 from time-to-time whenever the AI running it
